To view skeleton directory for your domain :
Login to your WHM Control Panel and click the "Skeleton Directory" setting on the lefthand side of the screen under the heading, "Account Functions ."
On this page you will see a line with something along the lines of: /home/user/cpanel3-skel where user is the username for your domain.
If you place an index.html file in /home/user/cpanel3-skel/public_html,every new account you create will have that index.html file as their default.
